Issues with PDFs and other documents
Many of our older PDFs and Word documents don’t meet accessibility standards – for example, they may not be marked up so they’re accessible to a screen reader.
Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services, and forms published as Word documents. By March 2021, we plan to either fix these or replace them with accessible HTML pages.
Any new PDFs or Word documents we publish will meet accessibility standards.
Issues with images, video and audio
- Images on some pages don’t have alternative text. We plan to add alt text to all images by March 2021.
- Videos on some pages don’t have captions. We plan to add captions to all videos by March 2021. We already include captions on new videos.
Issues with interactive tools
- Some interactive tools like content carousels, virtual tour, and maps are not fully accessible using screen readers or just a keyboard. We plan to fix or remove these components by March 2021.
- Some of our forms are difficult to navigate using a keyboard and have colour contrast issues (for example, light grey borders).
- Our forms are built and hosted through third-party software. We have selected a new supplier and will replace existing forms by March 2021.
Content that’s not within the scope of the accessibility regulations
We provide maps for visitors on contact pages. These maps are not fully accessible to all assistive technology. Maps are currently not within the scope of the accessibility regulations.
Images on pages do not always have suitable alternative text. Some images are missing alternative text, some have incomplete text and some have ‘placeholder’ as alternative text. This fails WCAG 1.1.1A success criterion (Non-text Content). We plan to identify and fix these by March 2021.
Headings on some pages are not in a logical nested order. We plan to identify and fix these by March 2021.
Some buttons on some pages do not have the correct role identified, which affects how they work with assistive technology. This fails WCAG 2.1A success criterion (Name, Role, Value). We plan to identify and fix these by March 2021.
Some tables do not have row headers. We plan to identify and fix these by March 2021.
Some pages are not fully navigable using landmarks and some have poor colour contrast. We plan to identify and fix these by March 2021.
How we tested this website
This website was last tested on 5 December 2020. The test was carried out by an internal team using a wide range of automated and manual testing techniques and tools:
- Accessibility Insights for Web – provides a detailed walk-through of both automated and manual accessibility issues
- SiteImprove Accessibility checker – provides a quick overview of issues
- aXe – provides an in-depth insight into issues
- Pa11y Dashboard – tests for and tracks changes in accessibility performance over time
- VoiceOver – a built-in screen reader on Mac OS and iOS
Visual disability simulators like Funkify for Chrome
As part of a detailed accessibility audit, we selected a sample of pages to test based on ‘top task’ research that determined the most common tasks our users try to accomplish on our website. We focused our accessibility testing mainly (but not exclusively) on pages that play a key part in user journeys for the top ten tasks.
We have tested (and continue to test) the following:
- libraries of components (for existing and new design languages)
- content produced using our existing website platform
- content produced using our new website platform
- key content that lives outside our website platforms
- popular pages within subdomains (so our main templates are tested)
Other sites within our domain
There are many different subsites and systems across our domain. Accessibility statements for such systems and subsites will be provided locally.
What we’re doing to improve accessibility on our websites
- We have formed a Web Accessibility Group to define and execute a strategic approach to accessibility across our websites
- Our new design system includes a library of components that have been designed and built with accessibility as a core focus. This system will be used across new websites allowing editors to create the best possible experience for everyone
- As part of the roll-out of a new website content management system, old inaccessible content will be completed replaced or archived permanently by March 2021
- Content editors are being trained to ensure new content is accessible
- Our automated testing includes daily reports on accessibility performance changes so we can react quickly and address new or recurring issues
